"tongue-in-cheek" means jokingly but with a serious expression. The expression is a fairly old one, and was due to a technique for suppressing a smile.

"hoopla" means misleading talk or propaganda, or boisterous praise. I suspect this term originally referred to the old practice of planting loud supporters into the crowd to help drum up excitement.
