We have a third way to write numbers: You can also write the thousand with a <'> i.e. 1'ooo. So, 1'000.95 is thousand and ninety-five cents.
But usually on Ebay Europe (I've checked France, Belgium, Italy, Germany and Switzerland), prices are written as Joelski78 just said, but not always... for instance on Ebay England they use the same system as in the US... so it is not a "Europe" question, or not completely (Switzerland is not part of the EU but use the same monetary writing, but England is part of the EU but doesn't follow it... don't ask me why).
Addendum: This is the constantly nagging wife responsible for the linguistic saltos of everyone around: Euro's is wrong twice. Plural is Euro and in no language known to me does a plural -S have an apostrophe in front of it
