Not quite. This message is because the machine trying to connect to the freenode IRC server either has port 113 blocked on its network, or because it has no identd running. Cf.
ident.

Not necessarily, as the IRC server being used is a public one, and does not belong to SRP, so to speak.

I hope not. Apart from the nickname issue, which, admittedly, is somewhat cumbersome if your SRP nick is already taken, IRC is the best solution to "chat" there is.
Have you tried using an IRC client (cf.
links on freenode.net) instead of the Java chat on SRP for testing purposes?
