Question Razor Advice

Hi, I plan to purchase this razor. It is a vintage torrey straight razor made in Worchester, MA. Has barber's notch. Seller claims he has used it and it is in shave ready condition. Is this a good buy?

To many "what ifs" there to tell, Torrey razors are a good quality razor but everything else is unknown in the post.......
Keep in mind that you can buy these all day long on e-bay for under $15

I've had nothing but good experiences with Torrey's, and that one looks to be in good shape (from the little that can be seen in the picture). But that does't guarantee that that one will be a good shaver.
