Can anyone tell me if this is a good razor or not?

On the razor it says:

Crown Razor Co.
Boston Mass.

Extra Hallow Ground

I'm having a hard time getting it to pass the HHT and so it's killing my face. I'm just trying to determine if I made a poor choice in purchase or if I messed it up with my noob attempts at stropping. I assume the latter, just trying to be thorough before I send it to get re-honed.

It is a good razor! the dates of manufacture are from 1900 to 1930!
I would send it to get rehoned and have them evaluate the quality of your particular razor, but they did make good razors!

I have/had a Crown Razor Co. Took a very keen edge and was a smooth shaver, assuming it's honed properly...

I just got a reply from the seller and he said it was honed and shave tested (he's a member of the site)... which leads me to believe I must have dulled it with poor stropping technique. Stropping is harder then it looks

One more question if I may... the razor is sharp, no doubt, but it's not cutting hair (i.e. HHT). It just pushes past it without cutting. Granted it's arm hair as I don't have any head hair to test (bald guy here). So I'm wondering if I can strop it back to health, assuming I find the proper technique, or should I just send it off to get re-honed?

I have the Heirloom Laigo "Apprentice" Strop too fyi.

If the razor isn't cutting a strop won't help you much. If you had a pasted strop maybe. You can try on the linen but you would probably have to do hundreds and hundreds of strokes to see any improvement. it probably needs some strokes on an actual hone.

Guess I'll keep shaving with my DE while I send my str8 off to get honed by a pro. Any recommendations?

If you check the classified section on this site you'll see a "member services" link. In there you'll find plenty of options for honing, and you can't go wrong with any of them. Just take a look and see what best suits your needs.
