I've restored a few tools in the past and have used citric acid, it is excellent. It is in a powdered format and is just disolved in water. adon't worry about the razor being 'black' when it is taken out of the solution, it all sands / polishes off...!!!!!
I work in a hospital where I managed to get about a dozen tubs of this stuff, from the pharmacy - it had gone out of date and would have been thrown anyway........
